Business Requirements Analyst

Title: Requirements/Business Analyst



Reviews and reacts to changes in the student loan industry that will impact DMCS
Works with the team to assess impacts and communicates both internally and externally
Performs continuous system and process improvement reviews
Meets with FSA and other key staff to identify the “as is” system and business processes within DMCS
Identifies and develops the “to be” system and business processes, seeking to meet all requirements and provide process improvements
Duties include utilizing SDLC automated project tools, coordination with and support to FSA client, and system documentation preparation
Following the Requirements Management process will schedule and conduct requirements elicitation meetings and document results; prepare business requirements documents; participate in peer reviews of requirements documents; conduct and participate in stage gates throughout the SDLC process, as needed
May coordinate with FSA customers, ensuring their needs and wants, as well as their necessary business processes are understood, documented, and ultimately addressed within the DMCS production environment
Works extensively with all areas of DMCS to coordinate solutions, workarounds, resolutions, short-term and long-term fixes, both system-based and procedure-based






Bachelor’s degree in related field
Minimum five years of experience in SDLC processes and requirements analysis
Must be able to successfully obtain a Public Trust Clearance




Demonstrated  progressive experience in managing client and partner relationships
Non-defaulted and defaulted student loan knowledge preferred
Ability to model requirements to represent information in graphical forms that augment textual documentation
Ability to talk with individuals and groups about their needs and ask the right questions to surface essential requirements information
Ability to understand what people say and to detect what they might be hesitant to say
Analytical skills, to critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, distinguish presented user requests from the underlying true needs, and distinguish solution ideas from requirements
Skilled in facilitation techniques, to lead requirements elicitation workshops
Demonstrates writing and verbal communication skills, to communicate information effectively to customers, managers, and technical staff
Possesses interpersonal skills, to help negotiate priorities and to resolve conflicts among project stakeholders including DMCS component areas and Federal customers
Preferred background in Federal Accounting and General Ledger processing
