IT Project Manager

Position Summary:

Reporting to the Senior Director, Program Management Office the Project Manager leads and manages IT project and program initiatives and process improvement initiatives within the division in support of multiple business functional areas. Acts as a project management and business analysis subject matter expert and is responsible for working with our client’s business functional groups in order to deliver technical solutions in the form of new and enhanced corporate and enterprise business applications.

Nature of Work Contacts:

This position interfaces with the leadership team within IT&S as well as sponsoring business units. These will include Directors and Senior Managers within IT&S and will collaborate with Director, Vice President, and Senior Vice President of sponsoring business units who will be in the capacity of Business Sponsor, Business Process Owner and Business Process Subject Matter Experts. Must work well independently and with other project managers in the PMO organization. Must be able to effectively manage vendors.

Fiscal Responsibilities:

Budget responsibilities for assigned projects and programs.

Required Minimum Qualifications:

Education: A bachelor’s degree in computer science/information systems, engineering, business management or related field is required.

Experience: At least (five) 5 years’ project management experience in relevant business and IT areas. Must have at least 10 years’ total IT work experience.

(c) Licenses, Certifications: Project Management Professional (PMP) Certification is required.

Competencies, Knowledge, and Skills & Abilities: Certified proficiencies in project management body of knowledge from project initiation to close and project management tools and techniques. Proficient with using project management tools including MS Project. Excellent understanding of business process knowledge and concepts of business process re-engineering, requirements development and management processes.

Ability to quickly learn and understand relevant business process areas in support of our client’s enterprise and corporate business applications. The functional areas of expertise would include but not limited to sustainable home ownership, community development and affordable housing, organizational assessment, multi-family housing, Oracle PeopleSoft Financial and Human Resource Management suite of applications, Enterprise Business Intelligence (BI) Analytical Reporting. Proficient with system development life cycle processes and application support processes. These include Water Fall, Incremental, and Agile Development Methodologies and various service management processes. Conversant with industry standard processes and frameworks such as Capability Maturity Model Integrated (CMMI) and ITIL Processes.

Excellent team management, interpersonal, and communication skills including comprehension, written and verbal skills in assisting with project management duties. Excelling presentation skills including Senior and Executive Management presentations, Business Stakeholder communication and presentation, and project team presentations. Excellent team facilitation skills for business process analysis, business requirements gathering, system analysis and design, Joint Application Development sessions, and Brainstorming sessions. Thorough understanding of security, process and internal and external audit compliance requirements, business continuity and disaster recovery requirements and knowledge of regulations and statutes applicable to enterprise business applications.


(e) Technology: Technically proficient with the concepts of enterprise architecture, user interface design, use case modeling, object modeling, database design and data modeling. Knowledge of infrastructure technologies such as MS Windows Servers, Active Directories, and Enterprise BI technologies. Proficient in assessing infrastructure requirements. Concepts of data base and software engineering and proficient with MS SQL Server, MS SharePoint Portal, Microsoft .NET Programming concepts and general understanding of C# and ASP. Net technologies.

Knowledge of Oracle PeopleSoft Financial and Human Capital Management Module implementation and the knowledge of relevant and underlying tools and technologies and system development and package implementation methodologies. Proficiency in and experience using client/server, web-based, and ERP tools and technologies in the development of enterprise class business applications.

Preferred Qualifications:


A master’s degree in a related field such as computer science is preferred. IT Infrastructure Library (ITIL) certification is also preferred.
