… seeking a Requirements/Business Analyst with student loan servicing software or financial systems experience. Requirements are to be analyzed, developed, defined and documented for enhancements, new functionality, and sustainment/maintenance of a very large and complex Federal loan system. Experience with Federal government contracts and comprehensive support to the software development life cycle (SDLC) is required. The Requirements Analyst will interview key stakeholders and relevant support staff to determine business requirements, create process flows, work flows, swim lanes and narrative to document the business requirements. Working with other components of the SDLC, all requirements must be identified and fully documented; reviewed; and accepted. The Requirements Analyst will work individually and in a team environment; focus is on listening, analyzing, documenting, verifying and finalizing requirements which are then used by designers, developers, and testers to complete the SDLC and implement new functionality via scheduled software releases.
Regular duties include:
o Elicits business requirements through documentation analysis, communication, interviews, surveys, JAD sessions and other techniques as needed. These activities include co-workers, Federal customers, and subject matter experts. Will help to identify and develop requirements for solving systemic problems by working across multiple components of the complex set of systems.
o Identify and develop the system’s functional requirements, as well as quality attributes, performance goals, fulfillment of financial and non-financial performance metrics, business rules, external interfaces and constraints.
o Analyze requirements. Look for derived requirements that are a logical consequence of the customers’ requests, as well as implicit requirements that haven’t been verbalized. Spot the vague, weak words that cause ambiguity and confusion. Point out conflicting requirements and areas that need more detail.
o Write requirements specifications, using standard templates for use cases and the detailed software requirement.
o Manage requirements. After establishing the requirements baseline, manage those requirements and verify their satisfaction in the product. Maintain responsibility for storing requirements in automated system, Rational suite of tools.
o Participate in requirements prioritization, peer reviews, and inspection of requirements documents and work products derived from requirements specifications to ensure that the requirements are correctly interpreted and documented.
o Enter, manipulate, and report on requirements stored in the Rational tool suite.
o Manage requirements traceability information and track requirements status throughout the project
o Manage changes to baseline requirements through effective application of change control processes and tools
o Assist in the development of Test Plans and Test Scripts, and perform test execution as needed.

Experienced with all aspects of the software development life cycle, with specific focus on analyzing, developing, defining, and documenting business and functional requirements
Understanding of financial systems and processing
· Analytical skills, to critically evaluate the information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, distinguish presented user requests from the underlying true needs, and distinguish solution ideas from requirements

Experienced in managing multiple tasks in a fast-paced, high volume, environment
Regular interaction with employees, prime contractors, co-contractors, and the government client
Ability to model requirements to represent information in graphical forms that augment textual documentation
Clearance requirement: moderate level background investigation
At least 5 years of IT requirements analysis and development experience
In-depth knowledge of and experience with similar large-scale IT systems and the support required to operate, maintain and enhance those systems
Excellent verbal and written communication skills and the ability to interact professionally with a diverse group including executives, managers, and Federal technical subject matter experts and clients
Ability to conduct requirements gathering meetings and interactive sessions with end-users and other system stakeholders; facilitate discussions; and reach consensus / decisions
Knowledge and experience with debt management systems and software
