In support of the FCP mission and the Federal Catalog System (FCS), the Federal Logistics Information System (FLIS) Portfolio Management Organization (J62H) is the support organization providing computer systems, applications, resources and processes through which users and other computer systems are able to inquire and access item data; workflow processes to maintain; and processes to update, store, disseminate and retrieve necessary item of supply related data/information.
The scope of this tasking and the resulting contract are based on the need for assistance within the following areas: Program Support Services for Information Awareness(IA)/ DoD Information Assurance Certification and Accreditation Process (DIACAP), Program Management (PM) Support Services for the Federal Logistics Information System (FLIS), PM Support for Hazardous Material Management System (HMMS) and Enterprise Geospatial Information System (eGIS), Testing and Documentation Support, and Computer Systems Analysis (CSA) Support for Taking Action and Resolving Challenges on the Technical Priority List (TPL).
The major aspect within the FLIS Portfolio is providing Program Management Support activities as needed by the PMO. Those activities include supporting FLIS PMO Technical Lead, System Managers (SM), Information Assurance Managers (IAM) and IA Officers (IAO). Support will consist of gathering and/or preparing technical requests and artifacts related to IA and DOD Information Assurance Certification and Accreditation Program (DIACAP) so all systems either retain or acquire an Authorization to Operate (ATO). In addition, the Contractor shall provide the following support: assessing and managing technical and security vulnerabilities and risks, reviewing security posture of programs/projects and systems, assisting with any firewall related issues, and also preparing and tracking documentation and deliverables such as POAMs, DRAs, firewall requests, DISA, DLA and FLIS change requests, etc.
Provide security architecture, policy and design guidance for business systems and networks. Contractor will also provide Information Security Certification and Accreditation Support for applications, systems and networks in accordance with appropriate DOD and DLA policies and processes.
The individual should be specialized experts in the field of Certification and Accreditation (C&A) in DIACAP disciplines. They should have in-depth experience with regards to the following DIACAP technical and functional capabilities.
Must hold a DOD 8570 IAM III certification
Four years general IT experience.
Six years IA experience
Six years C&A experience
Ten years Information Security experience
DIACAP C&A program overview, gap analysis and policy creation experience
DIACAP Independent Verification and Validation (IV&V) experience
DIACAP Subject Matter Expertise (SME) and consulting experience
DIACAP Security Testing and Evaluations (ST&E) experience
Information Assurance Officer (IAO) staffing augmentation experience
NIST & DIACAP technical writing support experience
Must have an active DOD Secret Clearance
Experience with Enterprise Mission Assurance Support Service (eMASS).
