Apply risk management, project management (e.g., PMBOK) experience/practices to evaluate, develop and maintain this documentation.
Write lengthy narratives based on OCIO SDLCM documentation templates and guidance and industry best practices.
Conduct complex cost analysis in MS Excel format (e.g., Pivot tables, advanced functions) with a high attention to detail and be able to be
Report consistent cost and schedule information across many different reports and formats.
Evaluate Government CPIC policy changes (e.g., OMB A-11, Major IT Business Case Requirements (E300/53), OCIO CPIC Reporting Templates and reporting requirements).
Load EBSA CPIC documentation in eCPIC under tight time frames.
Converse with management on CPIC requirements, and help present sensitive materials at meetings (e.g., business case documentation to OCIO in 2016).
Interprets and implements Departmental and governmental policy for the functional areas. This individual may attend and be requested to contribute to Departmental CPIC meetings and Control Reviews.
Evaluate Government CPIC policy changes (e.g., OMB A-11, Major IT Business Case Requirements (E300/53), OCIO CPIC Reporting Templates and reporting requirements, ANSI EIA-748 EVM requirements).
Independently identify and address impacts of policy changes on CPIC documentation and functions.
Converse with OCIO and EBSA management on CPIC requirements, and help present sensitive materials at meetings (e.g., business case documentation to OCIO in 2016).
Support of various data call requests from OCIO, often under tight time constraints.
Provide technical expertise to assist the Government in the development and maintenance of the annual business case (Exhibit E300) and accompanying Exhibit 53.
Related duties that may be required are DOL IT Acquisition Review Board (ITARB) cost estimates.
Report consistent cost and schedule information across different reports and formats.
Write lengthy narratives for pending FY2018 EFAST2 recompete business case based on EBSA SDLCM documentation, OCIO Budget Decision paper guidance, and industry best practices.
Update and coordinate changes to EBSA SDLCM documentation (e.g., WBS Project Plans, Risk Registers, Cost Benefit Analyses)
Work directly with EBSA Government staff and Subject Matter Experts to make appropriate documentation updates (e.g., status/reprioritize risks in the Risk Register).
Submit accurate and complete sets of SDLCM documentation updates via eCPIC depending on Phase of EBSA investment (e.g., November and May SDLCM “Evaluate” Phase Review submissions for EFAST2; October and April for “Control” Reviews for any investments under development).
Will brief EBSA regularly on updates to requirements. Participate and keep current in the ongoing OCIO CPIC training program.
Attend all OCIO CPIC training courses (e.g., annual training on using the new E300 business template in eCPIC)
Attend monthly CPIC meetings/forums open to contractors (e.g., Monthly CPIC Forums, Strategic Business Management meetings)
Email important notes and takeaways from meetings to Government staff.
