Business Analyst in Baltimore, MD

Seeking an experienced Business Analyst to play a critical role in supporting the projects across a wide variety of domains with GIS technologies. As a Business Analyst, you will serve as the central point for
stakeholder engagement, requirements elicitation, documentation and solution development
for mobile, web and desktop applications, software integration, and commercial‐off‐the‐shelf
software implementations.
Responsibilities
 Developing Requirements Management Plans
 Organizing and leading requirements elicitation meetings and work sessions with
business sponsors, users, and other stakeholders in close coordination with the project
manager.
 Developing business process models
 Developing both high‐level and detailed business, user, functional and non‐functional
requirements and related documentation to support business needs
 Creating Use Cases and/or User Stories
 Creating Traceability matrices
 Developing documentation for existing applications
 Reviewing all documentation created by the team
 Reporting progress to the project manager during the requirements elicitation and
development process
 Provides consultation assistance during the development of wireframes and screen
mockups; ability to develop wireframes and using prototyping tools a plus.
 Provides consultation assistance during the development of specifications
 Provide consultation assistance during the creation of the design document
 Supporting development and testing teams by providing clarification of requirements
during Development and Testing
 Collaborating with the Applications Testing Manager in support of quality assurance
processes
 Responsibilities include diverse tasks that may include creating all levels of deliverables
including assisting with policy and procedure development, training, conducting
business needs assessment, research and analysis
 Utilizing knowledge of business processes and tools to make recommendations to
business and other impacted parties regarding solution options and deployment
strategies.
 Prepare reports summarizing findings and developing consolidation recommendations
based on best practices and industry standards
 Documenting developed solution and providing knowledge transfer to other team
members.
 Working with business stakeholders to ensure solution meets business requirements
and can be successfully implemented.

 Must be a self‐starter and take responsibility for completing assignments on time
 Intermediate knowledge of business workflows across multiple functional areas
 Demonstrates an ability to lead moderate ‐ complex projects from a business and
systems analysis perspective
 Applies knowledge of group facilitation and consultation
 Candidate must be able to express the as‐is, to be, and recommendations in clear
concise business language that is easily understood and properly addressed to the
intended audience level
 Candidate must be able to delve into complicated business processes with minimum
background knowledge and provide process improvement recommendations
 Candidate must be able to see avenues for improving efficiencies, workflows and
potential cost savings
 Candidate must be able to summarize findings in clear concise language suitable for
multiple audiences
 Strong written and oral communication skills and the ability to manage multiple tasks
effectively
 Current working knowledge of systems development life cycle (SDLC) is a plus
 Knowledge and Experience with state and local government desired
Required Experiences
 Bachelor's degree and three (3) years of experience
 Business Process Analysis Certification desired
 ESRI GIS experience a plus
