E library Project Manager

POSITION SUMMARY

The Project Manager manages multiple tasks supporting a major Federal Government Agency.  These tasks include assess existing library services and capabilities to develop a recommendation for enhancements and modernization of services and knowledge management.  The Project Manager is responsible for the direct oversight of all programmatic aspects which include analyses and modernization recommendations on: operations, technology and digital footprint, repository and digitization; and resourcing (staffing, technology, funding) requirements.  The Project Manager will provide proactive and timely recommendations for new or existing electronic/virtual customer services and consolidation of reports.

Candidates are required to have a sound understanding of best practices concerning library science and virtual/digital library services; understand and use sound project management principles and methodologies; possess strong written/verbal communications skills; have an understanding of federal contract budget tracking and control.  Must have demonstrated senior leadership skills including but not limited to effective interpersonal skills including managing customer relationships, personnel management, team building, mentoring, and coaching skills. Candidates with knowledge of and experience working in a Capability Maturity Model Integration Level 3 organization (or similar methodology) are preferred. 

This position will usher client’s projects to completion within a specified timeframe and scope.   This position will serve as a technical liaison between sever groups and specified stake holders. Primary responsibilities include planning, tracking, assessing and delivering a written report on operational findings to include technology, digital footprint, repository of information and a report on resources. range of projects associated with this effort.  

Will manage approved project frameworks including both Agile and traditional project management approaches.  Must be able to identify issues proactively, resolve conflicts and escalate if necessary.  Will work with teams across the organization to execute the project

General Description of Duties:

Lead cross-functional teams in the development and successful completion of small and large scale initiatives across the project life cycle.
Lead project team and create an environment that fosters and furthers the prescribed project management methods, process, and standards to deliver specified results.
Ensure all project team members understand and complete task associated with their role and responsibility.
Analyses and organizes specialized information pertaining to services, operations and resourcing.
Proposes procedural changes to improve the effectiveness and efficiency of technical information operations.
Evaluates, selects, and adapts procedures to meet specialized information requirements. Applies the standard practices of other fields and disciplines as they relate to the subject.
Writes and/or edits documents, prepares reports and other documents related to information and research efforts.
Coordinate participation of stakeholders groups, requirements gathering, specifications, design, development and implementation of key projects.
Coordinate project resources and manage budge, costs, and scope.
Develop and manage project plans and strategy including scheduling, identification of risks, contingency plans and the allocation of available resources.
Oversee the deliverables assigned to cross functional teams, vendors, and business resources.
Analyze risk and mitigation including establishing contingency plans and initiating corrective actions as necessary.  This also includes identifying, tracking, and removing impediments to project success.
Review project requests and participate in the green-light process.
Keep all stakeholders informed of status and issues. 
Track and report on project metrics
Provide weekly status updates to executives and manager to include accomplishments, activities in progress, planned & upcoming  activities, status of deliverables, issues/problems/questions, and support needed from next level manager for corporate services
Provide monthly progress report to the customer including accomplishments, activities in progress, planned & upcoming activities, status of deliverables, and issues/resolutions.

And, other duties as assigned.

 

QUALIFICATIONS

Education:                 BS in Technology Management or other business or management related discipline required. Certification as a Project Manager by the PMI is desired.  

 

Experience:               A minimum of 7 years’ experience as a PM in the technology services / digital media arena.  PMI best practices knowledge and experience are required.  Must have solid experience in managing customer facing applications and services (technical lead experience not required).  Extensive experience with Agile methodology and Scrum.  Experience managing vendor relationships and projects involving vendor selection and implementation.

Unique Requirements:        This position requires local travel between home office and client site.

 

CITIZENSHIP REQUIREMENTS

US Citizenship is a requirement for this position. Candidate may be subject to a security investigation and may need to meet eligibility requirements for access to classified information. Security clearances are a plus.
