IT Program Manager

The Program Manager – Data Development Services manages all data processing activities and system integrations of the organization within the enterprise business applications. Will provide support for custom web applications, e-commerce solutions and financial software packages that are directly integrated with AMS.  Under the direction and guidance of the Sr. Manager, AMS & Data Systems the Program Manager - Data Development Services will coordinate and facilitate the ongoing development of all AMS integrations, customization, and application development deliverables. In this role, incumbent will interact and collaborate with the various departments on AMS needs and issues and be responsible for coordinating an ongoing AMS training program.

Performs database performance tuning, database mirroring, backup & recovery, and monitors security.

 Performs logical and physical database design.  Responsible for creating and modifying primary database storage structure.

Performs uploads and downloads of data as required when working with vendors or third parties.

Designs and implements business applications.  Provides programming support for developers who need access to databases.  Makes minor modifications and revisions to packaged software programs for the databases.

Provides knowledgeable internal/external end-user support for all AMS modules and applications

Manages all new product development, including the customizations to existing modules in AMS.

Provides support to all Department for writing queries, running reports, working with members, troubleshooting issues and prioritizing development efforts.

Promotes data consistency and standardization to improve the quality, accuracy, and integrity of data.

Provides staff training in the use of the databases and software packages on an as-needed basis. Reviews all instructional manuals and directions, revising and/or reviewing these for greater understanding and clarity by staff.

Responds to staff requests to explore and review new systems applications or to pursue new developments that will improve existing operating systems. Reviews the literature, communicates with vendors and other software experts to determine their usefulness and applicability to department and overall operations.

Write business requirements from customer discovery meetings

Designing application architectures that are of high quality and adhere to industry best practices

Develop applications that meet the documented business requirements and deploy these solutions with written implementation, test, and back out plans according to the change control processes

Support existing application deployments by acting as a consultant to business units, including technical guidance, planning, and application development services, along with implementation support

Participate in the change management, problem management, project management processes, and other IT related processes

Helps to create and support standard operating procedures for organizational processes related to the AMS

Provides on-going testing and development to further enhance AMS functionality in order to increase system and user efficiency.

Monitors the Help Desk queue for trouble tickets about databases.

Keeps up-to-date on Oracle, SQL Server, and database industry developments.

Prepares monthly report outlining the status of the databases.

Installs, upgrades, and configures Oracle and SQL Server software.  Ensures compliance with Oracle and SQL Server licensing.

Performs Oracle and SQL Server security account administration.

Runs SQL Financials and performance features to ensure that software is running at optimal level.

Monitors storage, usage and fragmentation. 

Maintains backup and recovery strategy for database systems.  Restores database when required.

Creates and modifies physical storage structures (i.e. tablespaces, indices, snapshots, rollback segments).

Performs sizing and capacity planning of database physical structures.  Sizes storage structures to minimize database fragmentation.

Links different computer platforms in order to generate reports or to send data created in one system to another system.

Drive requirement analysis, conceptual design, and formulation of architecture, implementation, system integration, testing, documentation and deployment of enterprise applications.

Performs data downloads when data needs to be sent to third parties.

Performs data uploads when data is received from vendors or third parties.

As needed, meets with representatives from various departments to discuss modifications needed to customize software to the specific departmental needs.

Performs tests, reviews, and revises minor programming modifications to make certain modifications are done properly.

Provides support to developers requiring access to tables, stored procedures, and data objects.

Maintains program documentation to depict the modifications to the source code and provide an audit trail.

Performs uploads and downloads of data as required.

Maintains and modifies data using SQL scripts.

Develops reports in Crystal Reports.

Maintains library of available reports on network drives.

Converts reports, as needed, when software or databases are upgraded.

Analyzes data for quality assurance to ensure data integrity.

Runs data integrity reports to check for data problems and notifies the appropriate users.

Administers staff training on computer hardware and software as needed.

Periodically reviews and updates instructional material for use by staff.

Researches, reviews and makes recommendations on staff requests/suggestions for new system applications that will enhance the current systems.

Reviews open Help Desk tickets about Oracle, SQL Server, and ColdFusion, & Personify.

Experience we are looking for:

Requires a working knowledge of object-orientated methodology, SQL, XML and web services.
Experience with Crystals Reports 8.5 or Higher, Crystal Reports 11 preferred
Business experience with CRM, financial, broadcast messaging, eCommerce applications, or Association Management software solutions considered a plus.
A minimum of 2 years experience developing in Visual Studio .NET C#
Requires 2 - 5 years experience programming in Microsoft development environment (VB, C++)
Demonstrated skills in technical documentation.
Experience with Personify a plus
Bachelor’s Degree preferred
Knowledge of full life cycle development
Well-organized with ability to document procedures and keep clear, thorough records
Ability to travel occasionally
